Apply for or amend a premises licence

We can grant a premises licence for a business supplying alcohol or entertainment or late night refreshment, on or off the premises. You can view any recently received applications.

Where the sale or supply of alcohol is carried out at your premises you will also need a personal licence.

Licensable activity includes:

• selling alcohol
• serving alcohol to members of a private club
• providing entertainment, such as music, dancing or indoor sporting events
• serving hot food or drink between 11pm and 5am

If you carry out any licensable activities at your premises without a premises licence, you can be fined, sent to prison for up to 6 months, or both.

You must place two advertisements of the application during the representation period:

• send a copy of the advertisement to the licensing unit. If you do not do this it could result in the application being rejected

Will tacit consent apply?

Yes. We have a target completion period of 56 days for this notice. We aim to acknowledge your application and to begin processing it within this period. If you have not heard from us by the end of this period you can act as though your application is granted.

The fee is based on the rateable value this means the rate is dependent on the size of your premises.

There may be a reason why you wish to vary a premises licence. This could be to add or change which licensable activities you do, or the times when you do them.

You must send a copy of the application form and plan must be sent to each of the responsible authorities.

This process can only be used where the variations will not impact any of the four licensing objectives:

• prevention of crime and disorder
• public safety
• prevention of public nuisance
• protection of children from harm

How to advertise your application

You must place an advertisement of the application during the representation period:

• your advertisement must be on white A4 paper and placed where it can be seen by people without the need for them to enter the premises

For the minor variation, it is in the public interest that the authority must process your application before it can be granted. If you have not heard from us within a reasonable period, please contact us.

When licensed premises change hands, the new owner or operator must transfer the premises licence as soon as possible. You must first get consent from the existing licence holder to prove that they agree to the transfer. If you can not get consent, you must provide a valid reason and prove why. If the designated premises supervisor is also changing, you will also need to vary the designated premises supervisor.

Apply for a transfer of a premises licence (opens new window)

The licence holder on the current premises licence will also need to complete a consent to transfer form (opens new window).

You can only apply to change the Designated Premises Supervisor (DPS) if you are the premises licence holder. 

• if the licence is held in a company name, you must apply in the company name.
• if the licence is held by an individual, you must apply as an individual.

We will reject applications that are submitted by anyone other than the premises licence holder.

If the proposed DPS has changed their address since getting their personal licence, you must ask them to update their personal licence before you can submit your application. 

The proposed DPS must also complete and sign a consent form as you will need to include this with your application.

Only one person can be named as the DPS for a premises, even if there is more than one personal licence holder present.

If the premises does not have a named DPS, then the premises cannot sell or supply alcohol.

As the DPS cannot always be at the premises to authorise each and every sale, they should put in writing the names of the staff who they authorise to sell alcohol. This list should be available on request to any licensing officer.

Apply for a variation of a designated premises supervisor (opens new window)

The application form must be completed by the licence holder. You can also complete the consent to be the DPS form online (opens new window). This must be completed by the proposed DPS who must hold a personal licence.

When you apply for a DPS the current DPS receives a copy. The completed form contains personal information. Sharing information from the application would be in breach of the Data Protection Act 1998. The licensee needs to to inform the DPS that the application has been made, without the need to share the specific details of the application. A full copy of the application form must be sent to police. The form will be amended via regulations as soon as possible to make this clear.
